Man accused of facilitating live-streamed child porn
A Saskatoon man accused of facilitating live-stream child pornography in the Philippines and Romania is facing 18 charges.
Philip Michael Chicoine, 27, is charged with possessing child pornography, accessing child pornography, three counts of distributing child pornography, eight counts of agree to commit a sexual offence against a child, two counts of luring a child and four counts of making child pornography.
The Saskatchewan Internet Child Exploitation Unit (ICE unit) began its investigation in early February 2017 after child pornography was uploaded to a social media account that was operated by Chicoine. On March 9, the ICE unit executed a search warrant at a Saskatoon residence where they seized evidence in relation to the investigation.
Chicoine is believed to have arranged access to video and also facilitated live-streamed child pornography in the Philippines and Romania aided by a number of female suspects in those countries.
The female suspects in Romania have been arrested and charged and authorities confirm the children are now safe. The investigation in the Philippines is ongoing.
Chicoine was arrested and appeared in Saskatoon Provincial Court this morning. He was remanded for a show-cause hearing on Monday at 2 p.m.
The Saskatchewan ICE Unit is comprised of investigators from the RCMP, Regina Police Service, Saskatoon Police Service, and Prince Albert Police Service. Their mandate is to investigate crimes involving the abuse and/or exploitation of children on the Internet.
