A West Salem man was arrested on more than a dozen charges, including rape, sodomy, sexual abuse and unlawful sexual penetration, for sexually assaulting a girl while she was under the age of 16.
Donovan Lee Jackson, 41, was arrested and held on $875,000 bail.

A probable cause statement filed in Polk County stated the following:

The victim told Salem Police she had been abused by Jackson for several years, starting when she was 8. The victim said the abuse happened more than 50 times over a 10-year period.

Police contacted Jackson, who declined to talk about the abuse allegations.

He was arrested on charges of first-degree sodomy, three counts of first-degree rape, second-degree unlawful sexual penetration and 10 counts of first-degree sexual abuse.

All charges are Measure 11 offenses carrying mandatory minimum prison sentences. First-degree sodomy and rape convictions require a minimum sentence of eight years and four months. Second-degree unlawful sexual penetration and first-degree sexual abuse carry a sentence of six years and three months.

Jackson is employed as a senior telecom analyst at the Oregon Public Utility Commission.

Following his arrest, Jackson was taken to Polk County jail.

Jackson appeared for arraignment on Tuesday in Polk County Circuit Court. Judge Norman Hill ordered him to have no contact of any kind with his victim.

His next court appearance is scheduled for Thursday, and his trial is set for May 17.


A paedophile has been jailed for the second time after he was once again convicted of a sickening child sex crime.
Wayne Burnham, 50, formerly of Langley Park raped a 13-year-old boy after giving him alcohol and marijuana, Durham Crown Court heard on Friday.
The former judo instructor was jailed in 2003 for indecently assaulting a teenage boy while living in Langley Park.
Prosecutor Paul Abrahams said that he gave both his victims alcohol and marijuana, “It is a hallmark to allow juveniles access to alcohol and drugs,” he said.
The court heard that Burnham started a new life after his release in Kent, before he was arrested at his home on Lesney Park Road in Erith in 2015.
Burnham denied raping the teenager but was found guilty by a jury at Durham Crown Court.
He threatened the 13-year-old and told him not to tell anyone about the ordeal. The court heard the youngster knew Burnham had a gun and feared for his family.
Mr Abrahams said: “He kept the incident to himself for many years.”
In a statement read out in court, the victim, now aged in his 20s, said the ordeal changed his life.
He said: “The actions of this man have stayed with me all of my life. Before this I was a normal boy, I had no worries or cares in the world, things changed for me after that day, it has changed my life forever.”
Burnham was sentenced to 12 years in jail and will be made the subject of a sexual harm prevention order.
He will also be forced to sign the sexual offenders register for life.

A Montana man who hid out in Mexico for more than a decade after getting kicked out of sex offender treatment was sentenced Wednesday to prison.
Judge Michael McMahon sentenced Thomas Sliwinski of Helena to 30 years in prison.
Sliwinski was on the run from authorities for 11 years after getting kicked out of sex offender treatment before finally being captured in Mexico in 2015.
State Prosecutor Dan Guzynski reviewed the long and complicated case Wednesday in court prior to sentencing by calling County Attorney Leo Gallagher to the witness stand.
Sliwinski, already designated a persistent felony offender, originally was charged with two counts of sexual intercourse without consent involving a pair of underaged girls.
The Lewis and Clark County man was accused of sexually abusing the children at a polygamous compound north of Helena
In 2003, Sliwinski was originally charged with raping one of his stepdaughters at their home in Stickney Creek. One witness told authorities that Sliwinski was raping girls as young as 8.
He was also accused of “spiritually marrying” three of his stepdaughters.
Sliwinski was then charged with felony tampering with evidence for posting revenge porn on the internet, showing one witness in the case involved in sexual activity.
He was also accused of branding two of his so-called spiritual wives with the initials “TH” on their buttocks. “TH” is supposed to stand for the House of Thomas.
In a 2004 plea agreement, the rape charge was reduced to criminal endangerment and Sliwinski was ordered to undergo sexual offender treatment.
Shortly after that, Sliwinski was terminated from the program after repeatedly switching therapists and a petition to revoke his sentenced was filed against him.
Not long afterward he fled the country.
He was arrested as a fugitive by Mexican law officers in 2015. During the arrest, Sliwinski stabbed himself in the stomach. He required hospitalization in Mexico and San Diego before he was returned to Montana.
In January, after a week-long trial, the jury found Sliwinski guilty of fleeing Lewis and Clark County in 2004 to Mexico.
During his testimony Wednesday, Gallagher told the court that Sliwinski used his religion to be a pedophile.
Gallagher expressed his concern regarding any children Sliwinski may have had contact with during his stay in Mexico, calling Sliwinski “an untreated sex offender.”
Sliwinski repeatedly tried to interrupt Gallagher’s testimony by saying “objection” and “that’s not true.”
At one point the judge warned Sliwinski to stop disrupting the hearing.
Also called to testify Wednesday was the probation officer who wrote the pre-sentence investigation in this case. She told the court the case was “the most bizarre thing (she’d) ever seen.”
Guzynski told the judge that Sliwinski had been given a huge benefit in 2004 with the original plea agreement in the case.
“He thumbed his nose at the system,” said Guzynski. “He had a clear path to rehabilitation. He’s an untreated sex offender with no willingness to stop.”

NASHVILLE, Tenn.--A North Carolina man wanted for the alleged rape of a 15-year-old girl was captured in Nashville after fleeing from North Carolina police in a stolen truck.
According to the Wayne County Sheriff's Office, police met with the teen at the hospital and developed 28-year-old Mark Alan Clark as the suspect in her rape. Police went to speak with Clark about the allegations and when he realized he was subject to arrest, he stole a truck and fled to Tennessee.
Metro Nashville Police stopped Clark on March 1st on Broadway near Opry Place. A run of the pickup truck's tag reported it as stolen and Clark was wanted in North Carolina. Police booked Clark into the Davidson County Jail and he was extradited to Wayne County.
Clark is facing charges of statutory rape of a child, breaking and entering a motor vehicle, larceny of a motor vehicle, and damage to personal property.
A rapist who abused a five-year-old boy is behind bars after justice finally caught up with him years later.
Warren Wilkinson was a 12-year-old schoolboy himself when he targeted the youngster in sickening attacks.
More than a decade later the victim finally plucked up the courage to report what had happened to him when he was a little boy.
Wilkinson, now 26, denied any wrongdoing but was convicted by a jury of rape and indecent assault and has now been jailed for four years.
Mr Recorder Little, at Newcastle Crown Court, told him: “This is not an easy sentencing exercise.
“I am sentencing a man in his mid twenties for serious sexual offending committed when he was a child.
“When you committed these offences you were 12.
“Although you are an adult now, you were not at the time and it is right I take that into account. You were 12 and plainly that is material to your degree of culpability.”
The judge said Wilkinson was entitled to a sentence reduction of more than fifty per cent due to his age at the time he committed the offences.
He said the sentence starting point for a defendant who committed the offences as an adult would have been more than ten years.
As well as the prison sentence, Wilkinson, of Queens Crescent, Sunderland, must sign the sex offenders register for life.
The court heard the first attack happened when Wilkinson asked the boy to follow him into some bushes.
During a second attack he raped the young victim, who then managed to run away.
The victim, who said he was “scared” and in pain at the time, said the ordeal has left him with anger issues and difficulties forming relationships as an adult.
He added that he was left “frightened of men in case they did something” and added: “I never wish to ever see Warren Wilkinson again”.
Recorder Little told Wilkinson: “You had a really bad effect on his life.

A Vancouver man who tried to solicit sex from underage girls that he met online was sentenced to more than 8½ years in prison.
Mason J. Thomas, 37, pleaded guilty last month in Clark County Superior Court to commercial sex abuse of a minor, attempted second-degree rape of a child and possession of a controlled substance — heroin, methamphetamine and cocaine.
According to court records, Thomas contacted three different girls between the ages of 13 and 15 through an online social site between November 2015 and April 2016.
He created an account and posed as a 15-year-old boy. Thomas tried to engage the girls in sexual chats and also solicited sex in exchange for money and drugs, according to a probable cause affidavit.
The Vancouver Police Department received several cybertips from the National Center for Missing and Exploited Children about the accounts, the affidavit said.
Police set up an undercover operation on the site, posing as a 13-year-old girl. An account, believed to be operated by Thomas, contacted the sting account. However, Thomas later said he didn’t believe the girl was who she said she was, court records state.
Investigators set up a second undercover account and again received messages from Thomas posing as a 15-year-old boy and using the alias Rob. “Rob” believed he was talking with a 13-year-old girl and tried to engage in a sexual chat and solicit sex for money and video games, according to court documents.
Police later traced the accounts to an internet address belonging to Thomas and discovered child pornography files, the affidavit said.
They arranged to meet and arrest Thomas at a business, where he thought he was picking up the 13-year-old girl to have sex for money.
While serving a search warrant at Thomas’ residence, investigators said, they found residue in two ceramic bowls and on a spoon that field-tested positive for methamphetamine, cocaine and heroin, according to court records.
CATLETTSBURG - A Boyd County High School teacher has been charged with rape in connection to a relationship he had with a student, Sgt. John Davis with the Boyd County Sheriff's Department said in a news release Monday.
Michael S. Sammons, 52, of South Shore, was charged with felony third-degree rape and felony prohibited use of electronic communication systems to procure a minor.
Deputies and the Boyd County High School student resource officer began investigating allegations of Sammons' relationship with a female student at the school on March 27, Davis said in the release.
The incident remains under investigation by the sheriff's department and the resource officer.
Sammons was booked into the Boyd County Jail on Monday evening.
CARCAR CITY - Police have arrested 2 men in Carcar City in Cebu province on Tuesday, after their neighbor accused them of repeatedly sexually assaulting her 12-year-old daughter.
The suspects were arrested at their home in Barangay Tuyom, Carcar City. 
According to the victim, she was first raped on March 13 by Jonathan Requinto. She was on her way home after buying butane for her mother, when Requinto dragged her into the bushes and sexually assaulted her. 
Requinto threatened her with harm if she told her family, so she kept mum.
However, on March 26, she was raped again by Requinto, who was joined by his cousin Ryan Subelario.
After the incident, the victim told her sister, who in turn told their mother. She then sought the help of the Carcar City police.
Requinto and Subelario denied the accusations against them, and claimed that it was a case of mistaken identity.
The victim was brought to the Vicente Sotto Memorial Medical Center (VSMMC) for treatment.

AT A TIME when sexual violence in the family home was still a "taboo” topic, a trusted big brother systematically abused his two young sisters while their mother turned a blind eye.
The ultimate betrayal by a 1960s housewife and her predator son would not only destroy the lives of the two little girls they should have instinctively protected but would plant the seed for him to repeat history with his niece decades later.
Details of the horrors which went unchecked in a south-east Queensland home for eight miserable years, were before Brisbane District Court on Wednesday where a 60-year-old Caboolture man was finally exposed as a child rapist.
It came after he was taped admitting to the offending and apologising to one of the sisters in a phone call recorded by police.
Crown Prosecutor Dzenita Balic told the court that between the ages of 10 and 18, the man repeatedly abused his sisters, when they were as young as 7, both at home and on family holidays to Caloundra.
She said he could have been stopped at that young age but in those days sexual abuse was a "taboo issue in the community” at the best of times let alone after an incident where the girl's mother had walked in on her son assaulting his little sister and done nothing.
Instead, the mother warned her daughter she would be "taken away” by authorities and sent to a "children's jail” if she told anyone what had happened.
Years later, when, as Ms Balic said, the man was routinely "using the girls for his own sexual pleasure”, inserting his fingers into their vaginas, making them perform oral sex and masturbating in front of them, the mother walked in on another such incident.
She simply simply warned their father would "kill” them if he found out and walked away.
By the time the man was aged between 16 and 18, his offending had graduated to violent rapes and his youngest sister, aged just 13, bore the brunt of his attacks.
The first time, he grabbed her as she arrived home from school, forcing himself on her while she was still in her uniform, robbing her of her innocence and leaving her on the cement floor crying and with blood running down her legs.
That same sister sobbed in court on Wednesday as a victim impact statement was read on her behalf.
She described laying on train tracks from the time she was as young as nine hoping one would come and "cut below” her waist.
Her marriage to her childhood boyfriend and now husband, who was in court supporting her, was said to have been devastatingly impacted by her attitude towards sex and the abuse had turned her into a "paranoid” mother who stopped her children from enjoying normal activities out of fear someone was going to rape them.
She said she had attempted suicide as recently as last year and continued to seek crisis support from Bravehearts.
She believed she was still alive for the purpose of protecting "the young females in my family” and expressed deep regret at not coming forward before it was too late for one.
That victim was the man's 14-year-old niece who he was in charge of "babysitting” at a Morayfield home when he sexually assaulted her.
He was in his 50s at the time and asked the girl how much money it would take for him to be allowed to touch her. He then rubbed her genitals.
His wife returned from the shops and the girl went to bed where "She cried and locked herself in her room”.
Two months later, the man asked the girl "Would you let me do that again?” but she refused.
She eventually made a complaint to police.
A victim impact statement was also read on behalf of the elder of the man's two sisters.
In it she said she lived a lonely life in Perth and had given up on having a romantic relationship more than 18 years ago because "as soon as there is a sexual demand, I shut down”.
All three victims expressed deep grief in their statements at not being believed by many members of their family both at the time of the offending and to this day.
Defence barrister David Crews said his client had himself been sexually abused by a priest when he was a child and those events combined with a fear of his strict, alcoholic stepfather led him to take out his frustrations on his sisters.
The man pleaded guilty to incest, rape, indecent treatment of a child and common assault.

A child rapist whose abuse of young girls was described as "wicked" has been jailed for 15 years.
Eric Rafferty, 69, of Aberdeen, was convicted of seven offences of rape, attempted rape and indecency against his victims between 1982 and 1990.
Judge Lord Uist told Rafferty at the High Court in Edinburgh: "These are offences of the most appalling nature.
"It has taken a long time for justice to catch up with you, but the day of reckoning has finally arrived."
He added: "All four girls were subjected to the most abhorrent sexual practices by you. These were unspeakably wicked crimes."
