City police brought Eric Horowitz, 54, 932 Robinson St., Apt. 1, to Scranton from Broome County, New York, on Wednesday for arraignment on rape, rape of a child, aggravated indecent assault of a child, indecent assault of a person less than 13 years old and corruption of minors charges. He was sent to Lackawanna County Prison in lieu of $100,000 bail.
Investigation into Horowitz began April 26, when the boy told his mother that Horowitz had sexual contact with him earlier that day, according to court documents. The boy’s mother first called Horowitz, who denied the allegation, and then called police.
The Times-Tribune does not identify victims of sexual assault.
Investigators interviewed the child later that day at the Northeastern Pennsylvania Child Advocacy Center, where he again said that Horowitz had sexual contact with him, according to court papers. A doctor examined the child and found injuries consistent with sexual assault.

According to the criminal complaint filed Wednesday, on April 19 State College Police received a report from the Centre County Children and Youth office that the victim indicated Neff had sexually abused her between 2009 and 2016 at residences in Boalsburg and State College. She reportedly said in an interview at the Centre County Child Advocacy Center that Neff touched her sexually, exposed himself to her and masturbated in front of her on numerous occasions and that on one occasion in 2009 had sexual intercourse with her. She also said that Neff would attempt to spy on her while she was changing clothes or in the bathroom.
Police said Neff also had regular contact with her minor sister, who also was interviewed at the Child Advocacy Center. She reportedly told police that Neff had exposed himself to her and inappropriately touched her. The ages of both sisters were redacted in the criminal complaint.
A number of the charges against Neff, including rape, involuntary deviate sexual intercourse, 100 aggravated indecent assault counts and 100 indecent assault counts, are for offenses where the complainant was younger than 13 years old at the time.
Neff was interviewed by State College Police on Tuesday and initially denied any sexual contact with either of the victims. After police informed him what they had said in their interviews at the Child Advocacy Center, Neff admitted to having sexual contact with the first girl from 2009 to 2014. He told police that he was having problems with his marriage and had fallen in love with the victim, according to the complaint.
He said that she never touched him sexually and that she seemed confused when he had sexual contact with her. He said he stopped when she told him she no longer wanted him touching her, according to the complaint. Police said he also admitted that he attempted to spy on her when she was changing or in the bathroom on several occasions.
